you know how people change the functions of the weapons in megaman 2 hacks, right? how exactly do they find the specific addresses to do that? i am having a very hard time finding those addresses.

Um, nothing is impossible. Especially if you disassemle a rom. However, it could be very hard to do. I'm not completely familiar with how to change it, but, if you want more info try Datacrystal.net . Also I just remembered, they have a complete disassembly of Megaman 2 on Romhacking.net

Yes, pretty much exactly what Kiokuffiib11 said. The things you can do in a ROM hack are precisely the things you could do when writing a new game for the system from scratch.

Apart from the recommendation Kiokuffiib11 gave, you are probably best off having a look through the General MM hacking thread and looking for any hints towards what you are trying to achieve.
