Oh, it's possible. Good luck figuring it out on your own, though, as the only person who knows anything about their format is Fu (probably, someone else might but I doubt it), and there hasn't been much interest in changing them.

I believe he wants the first two pages of the map16 to use different tiles for every tileset.

If that's the casre (and I read that right), you simply change the main graphics, using ExGFX for it seems pretty stupid.
