quite simple  at one point, I beleive on the Islands though correct me if I'm wrong, a rocket says "aren't you Giovani's kid? No...he has red hair." So you figure, saying it to the boy, whatever. he thinks you look like him. But what if you were the girl. acording to the OFFICIAL manga, ENDORCED by Saotoshi whatshisass, the creator of Pokemon...Blue, the female character, is the sister of Kamon, the red-headed rival. Now, why do you think he would confuse you for him, unless he'd obviously seen the two of you together and got you confused. Kamon states in GSC that he hates team rocket. Probably because the team rocket at that time is no longer endorced or run by Giovani, but by some asshats who don't know what they are doing. H probably has the same mindset as his father...team rocket sucks now. So he wants to get rid of them (as you recall, Giovani abandons team rocket at the end of the RBY saga. So who's to day he didnt pass his ideology onto his son?) Also, Giovani is bad at the begining of RBY and becomes good near the end.
