Go to this link:

Download Final Fantasy 2, and if you don't have one get an NSF player--I prefer the WINAMP plug-in. Now open the NSF file. Go to track 28 and play the song there. That is not a composition by Nobuo Uematsu. I'm not 100% sure, but I think that is a song by Strauss, a 19th century composer. Did it appear in the actual game--for I haven't beat it yet--or was it hacked in by this necrosaro guy? I'm interested in finding out!

Yes, actually, it's in two games in the FF series. The songs makes a second appearance in FF5, after you beat Exdeath in Galuf's world.

But to answer the in game question, yes, it is in. Reading your post, I won't directly say it, you'll have to check the spoiler tag...

Spoiler:

After you get Ultima, you'll need to go into the Mirror Room in Castle Phin. Head up there, and show the Egg. The Hiryuu will be born, take that into the Whirlwind. In the Whirlwind, defeat the Emperor, after a little scene, you'll be in Castle Phin, and then the Waltz will happen. Then the fun stuff begins...

And that, is where you hear the Waltz. The song would be touched in the Final Fantasy Origins re-release/port for the Playstation. You should get the timed NSFE and the plugin at Slick (look down at my signature). If you do not look at the spoiler, rest assured, the song IS in the game.

I've seen in the PSFs for FFIX that there was music for FF3j in it:

Spoiler:
...and I believe it was a matter of collecting Une and something else from the auction in Treno and then going back to the Black Mage Village and doing something there...it's been a while though, and I'd check GameFAQs rather than taking my word for it.

Unrelated...I remember that Xenosaga's soundtrack had the song 'Greensleaves' in it...and if anyone knows that song...they know it's not exclusive to the game.

Spoiler:

That would actually be Unne's theme, and it's a great song too.

Now only if FF3 would be re-released...

FF3j also had a few short songs not composed by Nobui Uematsu himself (track 29, 47 and 53) ... even FF4 I think (dance song) ...

FF2j also had a few unreleased songs (airship, dungeon, shop, battle ... not in the NSF, but in the official soundtrack), one of them (dungeon) was used later in FF6

One of the unreleased FF2j songs is from Swan Lake by Tchaikovsky.

And of course several of the piano practice pieces in FF5 are real; Mozart's Rondo Alla Turca is among them, as is Schubert's Arabesque (IIRC).
