It depends on the game you want to expand. Most games probably have no program capable of doing that; you'll have to do it by hand. If so, you also might need to change the mapper in use, and that can get very complicated (I had to change the mapper the FF1 ROM uses, but thankfully it was pretty easy for that game). |
