The bushes the sack was left in were distinctive, maybe very thorny or poison ivy or something like that, and when the two men were called in, one had telltale pricked arms or a poison ivy rash.

Kirby, I think Nick's answer is the right one. With yours, 12:00:00.99 would still be in the previous century, and it isn't. 11:59:59.999999.... is the last moment of the old century, and 12:00:00.0000... begins the new one.

The wind? You're basically saying that it's something that runs in the same direction no matter where you are on the ship, it's just that on the front side of the ship the wind is running from front to back, and on the backside of the ship it's running from what you percieve as the back (which is still the front) to the front (which was previously the back). So it's running in the same direction all the time.

I have two guesses, neither of which seems any good. I'll start off with this one: The name. Since it always goes left to right, on one side it would run fore to aft, and on the other it would run aft to fore.
