Let's try dealing with the specific weapon here. Napalm Man uses a Napalm Bomb that causes explosions.

I don't remember many weapons that explode, but one certainly is close to a bang; HARD MAN'S Hard Missiles. They can bust down walls like nobody's business!

Kirby got it. And why you ask? Look at the location that they are on the screen in relation to Mega Man. Napalm Man is due right of Mega Man in MM5, and so is Top Man in MM3.
