| You can use WinLAME: http://winlame.sourceforge.net/ Choose the "default" preset to change settings yourself. The lowest bitrate seems to be 32KHz, but whatever. |

| You could always try Blaze Media Pro. 15 day trial, but it rocks. It may have a lower bitrate than 32  . Can't remember . |
