Hmmm, it seems that as the Star Wars series progressed, Palpatine (the Emperor) was depicted in different ways.

The Episode IV (A New Hope) novel seems to depict Palpatine as a weak leader, just a figurehead, and that the Empire was really ruled by the bureaucrats. It also seems to depict Palpatine as not really being responsible for the wipeout of the Jedi. Here is text from the prologue to that novel:

"Aided and abetted by restless, power-hungry individuals within the government, and the massive organs of commerce, the ambitious Senator Palpatine caused himself to be elected President of the Republic. He promised to reunite the disaffected among the people and to restore the remembered glory of the Republic.

"Once secure in office he declared himself Emperor, shutting himself away from the populace. Soon he was controlled by the very assistants and boot-lickers he had appointed to high office, and the cries of the people for justice did not reach his ears [?].

"Having exterminated through treachery and deception the Jedi Knights, guardians of justice in the galaxy, the Imperial governors and bureaucrats prepared to institute a reign of terror among the disheartened worlds of the galaxy. Many used the imperial forces and the name of the increasingly isolated Emperor to further their own personal ambitions."

Originally it did not seem that Palpatine was meant to be a Sith Lord, too. It seems that originally only Darth Vader was a Sith Lord.

I think that originally Darth Vader was supposed to be depicted as the true ruler of the Empire.

Initially, that was true. He was supposed to be like the domestic overseer of the entire empire, as seen in the novel Splinter of the Minds Eye (the REAL sequel to A New Hope). But I disagree with Palpatine being controlled. I believe he had no direct interest in the empire itself, but more or less did this to get rid of the Jedi. After that he would commission new weapons projects and sit in his palace on Coruscant all day causing Force Storms...

Looking at Episode V and VI, it seems like publically Darth Vader was symbolized as the ruler of the Empire, while the Emperor sat back and hid from people; but the Empire knew exactly who he was.

It's a good point, in Episode III it seemed Palpatine had a huge role, but after that he just kind of fell back, so I have to agree with Ziff that his entire plan was more than likely to just annihilate the Jedi.

Well, in III, Palpatine sets Vader up to be the "poster boy" of the Empire. Everyone knows who the real ruler is, it's just Vader is more active in his leadership role, so more people are aware of his feats.

Yes, but they don't fear him nearly as much as the Emperor.

Remember Episode VI, with that one General at the very beginning? Vader tells him the Emperor himself is coming to the Death Star, and "Is not as forgiving as I am", then he nearly chokes in fear, and he was shocked to hear that.
