There's this process that's running on my computer, vqikvc.exe that I can't get rid of. I tried deleting all the values in the registry-- they come back when I refresh. I can't delete the exe file in System32.

Can anyone help me with this?

Yeah, it saw it, and I "fixed it" through HJT, but to no avail. I've also deleted the file in System32 and Prefetch in Safe Mode, but it came back.

You could try using RegMon or FileMon (www.sysinternals.com, I think) to find out what's dropping it.
