Why would you do that, it's pointless unless you got some hidden extras for Power Level 4.
Anyways you need to edit function.php, edituser.php and add Power Level 4, that's it (Correct me if I missed a file).
It shouldn't be to hard to do.

Don't forgot to also edit faq.php to add in the new powerlevels and there colors, where it displays "Banned, Regular, Local, Full, Admin" etc, that is if you want too.

But adding powerlevels doesn't do much unless you do some changes to the core of the board (add new things, or change the already existing ones to be used by an higher powerlevel). Keep in mind that if you add a powerlevel that ISN'T 4 (or higher), you will have to do some changes to the board (let's say 3 isn't admin anymore, 4 is, you'd have to change all admin stuff to be usable by powerlevel 4, not 3).

hmm alright, I got it working a bit but tried to add a 5th power level. sorta blew up the board. lol. Thanks for the info all, I've got it almost working.

Weird...

It's like, doing the same exact thing that you probably did to make a 4th level.

But yeah, what DarkSlaya said, honestly it is kind of pointless, unless you just want to distingiush different groups, or actually make exclusive things for different levels etc.

What would be really nice, is Usergroups.

What I'm aiming for is different usegroups, inititate, member, veteren, officer. these 3 groups have acess to their own forum topics, initate, member, veteren, officer etc. plus they have acess to the lower levels, i.e. an officer can see inititate, member and veteren topics as well as their own officer one. That probably made no sense but It does to me. ended up I put in some malicious code into the function.php file so I had to re-install the file and do it over from scratch. Thanks for everyones help, I think i've got it.

Naw, I was coding the php files in java code.... Dosen't seem to work to well, got a bunch of malicious code errors, heh. But yeah I've got a backup of all the code on my HDD, Nebetsu told me to do that and it's a good thing he did...

Give him a break. He was doing stuff to it during our computer programming course and accidently mixed it up.

Don't freak out dude. Php and java look the same to me, and i'm learning java at the same time i'm coding this site. Got a little confused...

You need to edit the edituser.php file, not profile.php. I only added another power lvl to show who could and who couldn't ban ips, but now I need to fix the code, because I'm using a admin pannle that I never used before. It still has some errors, but its better then the one I was able to find, because it had more features.
