The frowning one would be best for the first half, and the evil one would be better for the second.

I hate Vista's IE...it has to go and check to see if the site is a phishing site or if it has viruses or anything regardless of whether or not something is already doing that. Those graphics are bad. The main reason for it is that you use two colors for basically everything, and the graphic patterns are too simple (everything is solid with an outline). In my opinion, people who are stupid enough to get a virus or reveal themselves to a phishing site deserve whatever side effects come from it.

If it's a translation, then why is the text at the top still English? I can understand if the numbers aren't translated because the number system may be different, but I don't see why that text isn't.
