Of course it can edit levels. That's why it's called a level editor.
How does it edit levels, though? Are they Rockman 1/2 style, with whole-screen pieces, or different? How does the battery save fix work (if you know)? Can you change what weapons are in which menus? Which menus allow you to slide? Will there be a music editor (Megaworld uses a completely different music engine than other Genesis games, I think)? And can it fix the menu graphics overwriting level graphics bug (as seen in one of your screenshots)?
