This reminds me of a similar idea that was voiced as an alternative model for financing software development in the eye of uncontainable piracy somewhere at some point. However, the problems I see with are that
- neither many people would be willing to pay for ROM hacks
- nor would many hackers like to work for money, let alone see the whole scene commercialized
- since ROM hacking is already very much of a grey area business, taking money into the equation would make the whole thing several shades of grey darker

What happens if money is brought into the equation can be meticulously observed in the rare cartridge hoarding/dumping/exchanging scene. (Ever seen the "Bio Force Ape" hoax thread? At some point, everybody in there seemed like they would be ready to slash each other's throats should one cross the other's road in real life)

If such an approach ever became observable, we'd see the inevitable reverse of hack authors saying they won't continue unless they are paid some money, leading up to impressive-looking hacks being started with the sole purpose of demanding money for their completion, leading up to a horrible, horrible sea of GOLDSPLZ that warez kiddies keep pouring into looking for a quick buck one after the other.

Assuming you imply Russians are involved in them being "forced to plea guilty", I don't really see how this would compute - the videos speak for themselves, and "the parents say so" is much better explainable with the usual parental delusion - out of the few parents who could accept the reality that their children would do something like that, how many would admit to the whole world that they are sadistic murderers? - than with some kind of elaborate conspiracy theory about foreign influence. Besides, your apparent hunger for connecting this to Russia (South Ossetia thread anyone?) could easily be satisfied the other way around - on the video, the language they speak is clearly Russian, making them more likely than not part of the ~30% Russian-speaking minority of the country.

Disgusting as it is, I don't think I actually learned anything about humans from this video I didn't already know.

One question this video raised for me is if it is better to widely report, with graphic footage, about incidents such as this or to suppress them in order to protect the wide public's innocence. I can see arguments for either side (for the former point, I still believe that the sterile bubble people make themselves at home in makes it all too easy for politicians and terrorists alike to exert control through basic fears they have too few experience with to handle rationally; on the latter, having a more accurate picture of what people are capable of might lead many to advocate even more control and surveillance and undermine the "people wouldn't abuse them because they aren't bad like that" justification for freedoms that is still essential for many) and am not quite sure which side outweighs the other.

15 is the maximum, yeah, but I can't think of an overly elegant way (apart from a long series of proofs for all possible cases based on points) of proving it now*, nor see any immediate algorithm to maximize the piece number for larger numbers of cuts yet.

*I just realized it's fairly easy. Consider a trivial lemma that you won't get even 15 if any of the first three cuts are parallel, then consider the point where the three first cuts intersect accordingly. You'll see that, no matter how you rotate or translate the fourth cutting plane, owing to the perpendicular of the intersection point onto the plane, at least one of the eight cubes that have said point as a vertex isn't going to be intersected by it.
