If we won the contest, we'd (theoretically) be given the rom. If we didn't win the contest, then we wouldn't have lost anything, except maybe some time. If we won the contest, but he refused to give the winner the rom, THEN it'd make sense to be upset about it.
Unless that's what was already happening. Who's to say if we solved step 6 he wouldn't have pulled the same trick again and come up with a step 7?

Nope.

This is spooky though, in a way. Simulated brains. Eventually they'll have the CPU power to simulate a human brain. They could "create" a person, feeding the simulated brain false input, and it would think it were a real live human.

Better yet, drop it in %SYSTEMROOT%\System32. (You can even just copy that into the address bar in Explorer.) That way other programs that need it can find it too.

It might be more GPU-intensive things, or just when a lot of power is consumed. It does sound like a power issue. I had a PSU burn out, and the system would reboot as soon as Windows started up, not being able to power all the additional hardware being turned on. On a laptop, things like fans and hard drive motors are only going to be running when necessary, and motors take a lot of power to start up.

Does it happen only when you have it plugged in or not?

There are only two things that get me up after a mere 8 hours of sleep, or get me to bed before ~2AM: Having to go to work in the morning, and having to go to school in the morning. These have an approximately 99.9% success rate, whereas everything else has an approximately 1% success rate. I don't quite know why, and I certainly don't enjoy sleeping for 12 hours and/or waking up at 2PM, but it happens.

In practice, I've never actually done it simply because the area is always too well guarded. Between the ribs is a nice substitute, though obviously less effective.
