So basically, it just lets you do the block bounces without having to duplicate them in the right half, like SMB1 used to do, yet the same space is now wasted for everything that's not dividable into 16x8 tiles? Wouldn't saving in 16 color mode in Paint completely obliterate any color information the image might have? Hell, even 256 color mode does that! That sounds to me like the Worst Suggestion Possible.
Technical sidenote: BMP files are basically DIBs, used internally to display all sorts of stuff in Windows, stuck into a file.
