IRC stands for "Internet Relay Chat" (which on a side note makes writing "IRC chat" in the navigation bar as redundant as writing "ATM machine"). Anyway, it's basically a really big chatroom where you connect to a server, then a channel on the server and you're suddenly in a live text-based discussion with whichever other users are connected at the same time. Board2 offers a java-based IRC client, which you can reach in the navigation bar. I suggest you give it a try at least once or twice, and if you like it, download a real client. It's basically what the board would be like if there weren't rules regarding spam and decency. This is a tutorial that can give you a run down on it better than I could.
