I've never actually owned, used, or even seen a Speccy in real life. However, after looking at some screenshots and watching some YouTube videos, I became enamored enough with its aesthetic that I found and downloaded ZX Paintbrush, an image editor designed to work within the system's restrictions.
Basically, a ZX Spectrum image is a 256 x 192 pixel monochrome bitmap divided into 8x8 attribute cells. Each attribute cell defines the background and foreground colors (from a selection of 8 colors), whether the cell is "bright" or not, and whether the cell blinks (alternate fore/background colors based on some timer inside the PPU (useful for loading screens, I suspect)). And that's basically it. The system doesn't even have hardware sprites. Here are a few test images I made:

I did a ZX pic once, but that was just in Paintshop with the grid turned on and trying not to have more than two colors per cel.
