Sorry, it's not. Ace is not a port of TGM3. It is a new original game.

Although Ace does reuse some assets of TGM3, such as block graphics and music, the two have hugely differing rules and game modes. To begin with, Ace contains none of the game modes contained in Ti (Easy, Master, Sakura, Shirase), and its fundamental gameplay rules are different from that of TGM3. TGMA Levels are counted in lines, instead of TGM3's style of counting with both dropped blocks and cleared lines. The behavior of lockdown in TGMA cannot be changed from the "infinite spin" style, unlike TGM3 which uses the Sega-like step reset behavior in its "classic" ruleset. "Another" mode in TGMA is about the closest thing to Shirase, but that too has very different gameplay due to the aforementioned different rules. "Target" mode is somewhat similar to Sakura, but removes Sakura's vital time attack element of having a fixed piece sequence which can be cycled through using the hold button. The "Road" modes and "Promotion Exam" modes that exist in TGMA have no counterpart at all in TGM3. The offline "Doubles" mode in TGMA exists as a game mode in TGM2, but not in TGM3. Versus play using Shirase speeds is possible in TGM3, but not in TGMA.

The differences are still many, too numerous to list them all here. But there's enough differences to warrant that it's not a port of the same game. (Don't I wish it was.)

So there is no way other than to import a cabinet visiting a video arcade or to wait for the one day, when someone might have the mercy trying to ... dump that monster of a game; though even the Type-X hardware has a better video card than my machine (GeForce MX4000 [...]), so emulating might require something better; well that's not the problem - as for money (Another question is, who might be willing to do it for no beneficial purposes or even problems with the Arika company, which demanded removal of TGM2 and TGM2+ support in MAME).

It seems like Arika wants to make its series arcade exclusive only. Sadly it uses its own name to market that thing. If it had not the name "Grandmaster", it might have been nice; but people who expect at least a somehow "TGM2+" port on console (yes, there are ROMs for MAME, but obtaining this legitimatelly other than importing a cabinet might be a really nice thing at first glance for the player), might be disappointed after your description.
