From what I get, users are supposed to fill the fields, enter the number of options they want, then hit Submit, fill all the options, and hit Submit again. Kinda weird.
I'd suggest that there's a separate button to make the system show the appropriate fields once the user told how many options he wants. Next, there's no option to enable or disable multi-voting or allowing people to change their vote. So the "Multi-voting is not allowed. Changing your vote is allowed." statement is weird. This also means that it's merely impossible to create a multi-vote poll. Last, it'd be cool if the poll's author could add an option he forgot. But then maybe people would abuse it. Ah, the needed code is already here. So the unconfigurable options problem can actually be fixed easily. Good.
