What would be the best art program to use to and how in that program would I make a road, showing lanes, etc., that has intersections and ramps, like the drawing down here (but also having curves and stuff)?

Probably Inkscape, if you want SVG. Otherwise, Fireworks CS3 trial would work, photoshop might (don't use it myself), or probably a half dozen other programs that I don't know about.
