I don't know, I used a proxy from inside China, and this board was blocked.

I remember another of those "look at the tubes through red goggles" sites similarly reporting the board as being consequently blocked. However, the large amount of Chinese users of sometimes dubious levels of expertise that dropped by in the hacking forums a while back suggests otherwise...

Not all countries have freedoom of speech and such.

And some governments don't want their citizens to know about certain sensitive issues, such as the "Tiananmen Square protests" in China.

At this university, there's one exchange student from China who's in the Party. She says people at her home university proxy their way past the firewall to get to the juicy political information anyhow and, at least to me, doesn't seem to be much of a fanatical adherent...

Anyway, my presumption would be that the rationale behind the block is not so much actually preventing access to the information as having it banned for the sake of not allowing any public discussion of the topics to take place on the grounds of "look, everyone can read it on the internets anyway".

As you know, Chinese goverment does have many limits to internet, culture and so on(Many Japanese animes are banned while stupid home-made cartoons are played on TV, yeah I'm FUCKING SERIOUS, STUPID, AS THEY ARE ONLY ACCEPTABLE BY CHILD UNDER AGE 5~6 AND SUCH), but I am not clear on the internet visiting issue, since SMWCentral have nothing to do with sensitive topics like politics, religion, et al.

And some people have mentioned that goverment prevents people from knowing certain truth. Sometimes it is true though, I can say.

Oh well, please avoid sensitive topic.

[edit]Just as I finished the above content, and I refreshed Acmlm, suddenly the whole Acmlmboard became 404'd. Now I'm using proxy server to visit. I'm not sure about the reason, but it doesn't seem like goverment had banned Acmlmboard in such a short time.
