Having too many different types of countries ("floating citadel" already was pushing it) would make the situation lower-quality in the "one elf village, one human village, one ork village, one magic village RPG" way.

Just cut off a slice of Ailure's territory or one of the smaller islands.

From what I understand, what you did is correct (taking some of the big guys' land to make your own cuz they took it before)
