I am sorta new here and I was hoping I could get
some answer here. I would honestly like a
strait forward "Step by Step" answer to this
question.(LordLazer Tutorial is too disorganized
and confusing for Me)How exactly do you make
a custom overworld in SMW.(Believe me,LordLazer
Tutorial is overwelming and intimitating)

The best place for SMW hacking is SMW Central. Also the answer you're looking for is here.
Never mind about that link, it's the one to LordLazer's tut, but that's like the best tutorial on overworld editing. Sorry, I'd explain overworld editing but I'm busy.

First, you load a ROM and go to editors->overworld editor window.

Then, it depends on what extent you want to edit the overworld to. The simplest parts, for sure, are the static ones; for that, there are the 8x8 tile editing mode (the 16x16 "hill with eyes" icon in the toolbar of the overworld editor; the 8x8 layer is essentially the "underlying graphics", i.e. the ground, water, hills, slopes, walls and what-not) which essentially is operated in a similar manner to how you move around objects in the level editor, except the separate objects are of a fixed 1x1 size and base tiles are 8x8 rather than 16x16, the 16x16 tile editing mode (ghost house icon) which is about things like level tiles, castles or ghost houses (which are special level tiles) and, most importantly, mario paths (which are invisible tiles that control the paths on which you can walk over the overworld; press 9 to make a visualization of them visible) - that mode also allows you for editing the level tiles you placed by holding Alt and right-clicking them (the settings available should be mostly self-explaining) - as well as the sprite editing mode, which is of sufficiently low importance to not deserve an explanation.

Apart from that, there also are overworld events; they essentially control how your overworld changes upon completion of levels. You can edit the modification of the 16x16 and 8x8 layer respectively by pressing the variants of the respective toolbar tiles which have an explosion-like flash overdrawn and selecting the event you want to edit with the pageup/pagedown buttons (watch your statusbar closely) then proceeding to draw 8x8 or 16x16 tiles like you would in the regular mode. Of course, there are some peculiarities to that, but that should be the process in the nutshell (not like you couldn't have found all of this out in the help file...)

Yakibomb: Flat "go there instead" posts like that are strongly discouraged, not to say borderline advertisment, considering this is an SMW hacking section after all. Besides, there are some people in SMW hacking too who wish to seek refuge here from the abundant and near-unconstrained stupidity of the masses of that place.

I have another Question about overworld editing.
How do you add Overworld ExGFX?
I hope you guys can come up with a fair answer.

If you insert the graphics you want, you can just click on the purple mushroom in the OW editor to choose the ExGFX file.

However, it doesn't load for all things; I believe it doesn't work properly if you're using two players or if you enter through an exit tile. Check LM's help file to see if it mentions something like that.
