In any normal circumstance I would think the use of blinking objects in a post layout is a terrible idea.

But something about that layout is just plain awesome.

I don't think there are any particular programs for this kind of stuff, since it's more or less specific to Acmlmboards. If you want to experiment around, I can recommend you learning HTML/CSS, saving a page of the board and inserting stuff into a post to see what it looks like.

As the others said, it's blinking too much.

You could try to replace Seizure City with SimCity (SNES), that doesn't blink that much (and would come good in the background of your Post.

Just an Idea.

and your "sirhax0r has posted" somehow, how should I put it, clashes with your layout?

It's not obvious, but those upper and lower blue bars were from the same source image as the sky background in this series of logos I made.
