Since the DB structure and some related code already were present, I added post layout functionality in.

As some people on IRC suggested, if this feature is abused (i.e. shitty layouts) too much, the privilege to create post layouts will be made dependent on constraints like a minimum amount of posts, powerlevel, RPG coins or administrative approval.

Other than that, go nuts.

Anyways, I believe that there should be a voting/strike system in place for layouts. If someone gets, say, 10 strikes/votes against them, a member of staff is notified and they judge it from there. If they deem it to be an eyesore, then it is removed, and given a warning. If it happens again, the layout privilege is nuked.
