Put it and the rom in the same directory, then open command prompt and navigate to the folder with RLM and the locked rom. Make sure the rom's name has no spaces; rename if you have to.

In this example, I'll use "mario.smc" as the filename. Type "rlm.exe mario.smc mariounlocked.smc", you can name mariounlocked.smc whatever you want as long as it's different from the input name. It should unlock it.

If that doesn't work, then I can't help you... that's exactly how it's always worked for me in the past.

Why would you want to unlock someone else's hack? I can't really think of any other reason than stealing graphics, level design, or ASM hacks... or maybe you are just stuck in the game or curious...?

Ah, forgot about that. Stupid, stupid me!

And that was RLM's purpose, too.

So, did it work?

Windows 98 is funny that way.

Type command.com in the Run window instead of cmd.exe.

Or you could type "cmd" . Not cmd.exe not command.com, but just plain CMD

People who can't even use command line tools shouldn't be "hacking" in the first place.

Start -> Programs -> Accessories -> MS-DOS Prompt (or something similar)

Well, usually you are right, since anyone who has no clue of anything usually can fire up a search engine first to get hints (in that case: I think there should be LOTS of pages explaining how to use the command line). I even know someone indirectly who has another operating system (dunno know which just now) and types commands to "mount" the freshly attached USB stick as fast as the hardware auto-detection in Windows.

The 20+ year generation maybe also rose up with DOS, UNIX and similar environments where there was no fancy mouse usage (or at least much less comfortable than with today's context-menu based applications). If you just fire up an operating system/program which does most of this stuff for you, no one would really go back to the "good old days" - at least if you are not interested/forced to do this or something else ...

As for the thread, I cannot contribute too much else, besides the thing that the command prompt can be found easily in the Start Menu -> Programs or Accessories section.

Windows 98 XP is funny that way.
Win9x based systems always had command.com; because they were the more common ones until XP became commonplace, it makes XP the oddity.

(I'm ignoring the other NT-based systems since they weren't used too much for homes.)

Surlent: It's called the MS-DOS Prompt in 9x, not the Command Prompt. It's a small difference, but to the uninformed it's a big deal.

Type the location of the items that were explained at the beggining of your thread.

Type "cd" and then the directory the files are in. For instance, if it's in C:\SNES, you'd type in cd C:\SNES and hit enter.

If the directory's name is longer than 8 letters or has a space in it, type in the first 6 letters (skip spaces) and then ~1 for it. For instance, C:\Super Nintendo would become C:\Supern~1.

In cases like that, it'd probably be easier to just copy RLM and the ROM file to a directory that doesn't have spaces in its path, and is shorter than 6 letters or numbers long. Then do the above, but with that directory.

Replace "mario.smc" in the command with the filename of your hack.
