Yep, there's your problem. You're not only relying on people to behave in a way that benefits everyone, but people in power.

Whether all websites are equal or not, they should be treated equally when it comes to flinging their content through the tubes. I'd be quite pissed if my favourite websites started loading slow because some big ad company had paid to have their traffic be "more important". Let alone if I were trying to run a business and suffering from that problem. "Nah, let's not go to that site, it takes forever to load. This big one is nice and quick." Whoops, bye-bye small business, don't let the door hit you on the way out.

In the end, you can't mess with people's connections that much, or else you'll have riots on your hands.

All we need is some way to access the internet through foreign services via something like satellite or something and this is deeead.
