You know that's really not helping anyone meh, well as far as I know the national Pokedex flag is set automatically when you trade with Fire Red and Leaf Green in Ruby/Sapphire (the Elite Four may trigger it too, but I'm NOT positive of this). Its triggered after you beat the Elite Four in Fire Red/Leaf Green and Emerald.
Assuming of course the flag is the same for all versions, you may wish to check which flags are set during the dialogue with the respective professors who enable the National Pokedex for you (this means the dialogue with Oak in FRLG, and the dialogue with Birch in Emerald. I'm near certain no such dialogue exists in Ruby/Sapphire but am NOT positive). The flag you desire may just be found there. I don't have the time right now to check myself, but assuming that at the very least Emerald uses the same flags as Ruby and Sapphire, your answer will probably be found there. Hope that helps |

The flag is not the same on both games (87% shure) But a quick script could check that. |

87%? Awfully specific percent what do you base it off? Really, its worth a shot, and I see no reason in the world why Ruby and Emerald would use different flags (and hell, Fire Red for that matter). Best advice we can give the guy, no one else seems to know. |
