Not bad. I haven't any actual gameplay errors, but I noticed a lot of graphical ones.

-Hatless Mario's duck and die graphics: When hatless Mario ducks or gets hit, he suddenly has a hat. Nothing major, but you still might want to fix that.
-Hatless Luigi: You need to tighten his palette; the top of his hair is off-color.
-Mario Hat "Mushroom": Just an idea, but perhaps you can change its palette to match the current player's pallette. That way when Luigi picks up a hat, it doesn't suddenly turn from red to green. Just a thought.
Hatless Mario ducking while holding an item: You forgot to change its graphics. I was holding a shell and ducked, and he suddenly looked like little Mario.

Otherwise, nice job. If you need a beta tester, you can call me.

Might as well keep you guys updated....
I have found a beta tester for now, if I need another I'll keep you guys in mind.

Anyways, I've been working more on the levels, but I also took someones idea ( I forgot who) and messed around with hat pallettes a bit more...

Mario...

and Luigi have there own hat as a powerup as opposed to Luigi only powering up with Mario's hat

Sweeeet

Also, I got the message blocks working so you can have more than the limit 2 of them in a level saying separate things.

That's really cool. Too bad the rom is already edited, because you could use Smallhackers patch to give Luigi different graphics too. By the way, how did you make seperate sprites for the mushroom/hat?

Yes, I know. I'm pissed off he didn't make it sooner. However, its is possible for me to move all the levels, palletes and some graphics over to that version of the rom, but it would take me a pretty long time to fix up the stuff it couldn't transfer over. I dunno think its even worth it...
The hats in the screen shots just simply use the same pallettes Mario And Luigi use...not too complicated, but a nice effect.
