Easy, just go into the Event editor, press PageUp until you reach the very last event, and delete everything. All event tiles are gone. It's as easy as that.

how do I "delete everything" on layer 2, if nothing seems to be highlighted?

Then highlight it using the little thing we call a "mouse". It controls the arrow on your screen and can be used to select stuff.

First in the overworld editor, click the fort icon with the star thing over it. Hold the page up button on your key board till all the events are shown.Select everything there (with the mouse) and hit delete. Next click the little hill icon with the star thingy on it and do the same as above. Save your overworld, give me $100, and it should work just fine.

Layer 1 is the ground and water tiles.

Layer 2 is the Mario paths, graphics with transparency, and level tiles.
