bowser is a layer 1(or 2?) object, it uses pallete 0, so you can't. | |||

Open up Sprite Paint, open your ROM, type in the number of the sprite you want to change the palette for, click on OK or Enter and type in a palette number from 8-F where ABCD are the palettes for the koopas and other sprites. Just fiddle around with it. | |||
