I just had a thought today in my Math class: on the newest (I guess newer now) gamesharks, there was a port for transfering cheats to and from your computer, if memory serves. Now, is there any way to sort of "stream" ROMs through this port and play them on the system?

You can backup ROMs with it, but you can't put ROMs on the N64 to play. You'd need to get a flash cart or similar device.
