There is a small section in the FAQ that explains a bit. It also links to the proper forum of discussion concerning layouts.

Edit: Also, you have to make your own, or you could kindly ask someone if they would be nice enough to make you one.

You can also view the source of certain layouts and borrow the general idea on how to make them.

Layouts generally are made with things like PHP, and if you don't know that, it'll be hard to make one.

Nononono. Layouts are made with HTML, and sometimes CSS, too. My layout utilizes both. If you are unfamiliar with the use of HTML and/or CSS, you should look for some online tutorials or something. A good place to start might be http://www.w3schools.com/

Oops... That's what I meant. (I know so many languages, I get them mixed up sometimes...)
Well, he's right, and that's where I learned HTML, but I don't want a layout here.
