You may think it's weird to post an image in the Hardware / Software forum. Well, this image is rather strange. When you open it and look at it, it has one motive. However, if you stick it in a folder, click it, and look at its preview in the left side panel, it looks completely different. How is that possible?

Because the preview information is seperate from the main image information. I believe you can make that possible by changing the decompression algorithm in the file.

I didn't know preview information was already in the JPEG. Mainly because back at Windows 98 it always said "Generating preview...". I still can't see why you would waste space having previews in the JPEGs. They are supposed to be small (or smaller, at least) images, right?

It depends on how much information you want to keep. JPEG image format is not lossless. This means that if you save a BMP into a JPEG, you will actually lose some information about the picture. Usually, the amount of information lost is negligable to majority of people. This is why the format is quite popular is because most people don't care to that degree. However, to provide preview, you must save the information into the JPEG because there are different compression algorithms for JPEGs if I recall correctly. Because the operating system does not know what compression algorithm is used, the operating system itself could not generate the previews on their own.

That doesn't make sense. If the algorithm is contained in the file, then there would be no need for previews.

would you rather open files one at a time when looking for a picture or would you like to see all your pictures at once?

Yeah, especially given how old JPEG is, back then I guess they decided it was worth an extra 4K (IIRC the preview is a 64x64 256-colour bitmap) to reduce the processing power it would take to open and resize each image.
