How do you change a level from going left to right, to up to down?

Level -> Properties in header

Level modes 07, 08, 0A, and 0D are vertical

You can do that, and it will say stuff like: Vertical level, horizontal dark bg level, and so on.

If you mean that your background isn't showing up, then your problem must be that you didn't use mode 0A, which is a vertical level with layer two as the background. You must have used a mode that includes interactive objects in layer two.
