When you register, you are automatically redirected to the FAQ. It's enough.
You can take a test about the rules, but that doesn't mean you understand them. I mean what are you doing, copying and pasting text? Or would you have to word it in a specific way? How would you know the right way to answer? Would an admin have to approve of your being registered?
There isn't an epidemic of newbies not reading the FAQ either. It seems like a waste of time.

Plus a lot of time, especially with flaming, people who get in trouble don't think, "Wow, I had no idea this sort of thing was frowned upon! I should have read the FAQ."

Is it simple? Yes. Is it fast loading? Yes. Do Steelers suck? You know it.
All I was saying is that he didn't seem to put much work into it, especially with his name. I've just seen much better from him. As far as his layouts go, this is a bit of a letdown for me. Am I the only one?

The layout itself is fine. And he likes it, and it's readable, so there's no problem.

The point of pixel art is NOT to look half-assed. Or even thin pixel art, whatever that's supposed to be. You mean art with few colors?
I suggest you learn more about pixel art before making comments like that.
I never said that I need layouts perfect, you're really blowing this out of proportion. I've seen Setzer's other layouts and pixel art. He has done much better. He's a rather creative guy. With the exception of the little dude in the upper-right hand corner, this just isn't him at all.
The layout itself does work. I've admitted this from the start. It's not a bad layout, Setzer just really lowered his standards.

NEVER SAVE PIXEL ART AS A JPG FILE

Not bad for a first try. The bars are odd. Shouldn't the bars look broken in the places where they're cut? The ends of the bars are jaggedy, but the cut parts are smooth.
I worded that bad, I'm sorry. I'm not sure what I'm trying to say.. it just doesn't look right.

Well except for how scrollbar layouts suck.. it's not bad. It looks real wide in your layout preview, but here it's a good width. Glad that's fixed.

Both really. I don't like too much meat or anything. A lot of delis will pound on the meat, like they're trying to get rid of it, so I'll take a lot of it off and save it for future sandwiches or something. I don't like it when it interferes with other tastes. Steak is great and all, but it's just not appealing without side dishes to go with it. I could never be a vegetarian though.
I was very picky as a kid with vegetables (who wasn't?), but now I'll happily eat a lot of them.

Is there any truth behind the argument that it's okay to eat fish because they have no feelings? Just curious.

The banner is way too wide. There's no need for all that empty space in between your name and the sprite.
