Here is how to make Horizontal scroll variable and vertical scroll none without ASM (it is not an option in change other properties)
(layer2 scroll 4 = sprite EA Y=3)

Horizontal level:
Put layer2 scroll 4 two tiles from the top of the screen just so it says may glitch, and set the BG scroll to Horizontal scroll: variable, Vertical scroll: variable.

Vertical level:
Put layer 2 scroll 4 three tiles from the top and two from the left, shift the BG up 7 tiles, set the BG scroll to Horizontal scroll: variable, Vertical scroll: variable.

10) YI FG+DKC BG+Some SMAS FG
11) Ice+transparent level
12) DKC3 lakeside limbo BG (I will release that soon) + SMAS SMB3 3-2 FG + layer3 tide
13) vertical layer2 level + sink when touched + castle BG and FG

28) use ExGFX, don't have a hack with none
29) make sure all bullet cannons work
30) airship with fast moving BG (use sprite C1 and a custom block from my workshop) and that moves up and down also with auto scroll

ExGFX are like custom FGs and BGs (I rip them from other games) just say what game you want a BG or FG from and I may get it (I am better at BGs but I have ripped a DKC3 FG

I just thought about those sprites and that some of them might do stuff like that, so I tried them and eventually came up with this, but it didn't work on vertical levels, so I found another way to do it for vertical levels.

I make the BG use palette 7 and the part of the goal point use palette 0, 1 or 3

Inserting
You need a map16 page (most likely), GFX file(s), a sample level (most likely), and a palette (most likely). Put the map16page.bin in with your rom, and put the GFX files in a folder called ExGraphics (if it is not there, create it). If it asks to replace, rename the numbers in the ones you are inserting to numbers that are not there. Then go into LM, click the yellow mushroom, go into either old GFX bypass>FG/BG or go into super GFX bypass, set the bypassed GFX to the correct slot (if the GFX file looks like BG GFX, insert to BG1, if it looks like FG, that is FG3, if it has pipes on it, FG1, if it has a berry on it, that is FG2). Go to the 16x16 tilemap editor, if it is BG, go to a blank page 0-F, if it is FG, go to 10-1F. press F3 then F9 in the page you are inserting it into. If it is a BG, go find a blank level (usually a test level) and go to file>open level from file, browse to the correct level file, and click open, go to file>save level to rom and save to the blank test level you started out with originally, not the level for the sample level. You then have to go back to the level with the GFX and copy the BG from that level, If it doesn't look right (except for the palette), then go to the BG tilemap editor and press PGup and PGdown until it looks right. then go file>palettes>insert level palette from file and browse to the palette you want. Your BG/FG should now be inserted.

uh.. that image I can't get, the width is not 256 pixels

Edit: they ALL have a width of 249, not 256, I may get them sometime if I have enough free time to mess around with the pixels. (I highly doubt resizing the image will work)

I think I can get them by copying a certian part, flipping and placing in the empty space. Then I can use m16-7k on it.

alt + 9899 = 1/2
alt + 02589630 = 3/4
alt + 424 = an upside down "?"

I am using a mac right now so these don't work
