Indeed. The primary problem in ROM hacking at the moment we have too few of the hackers. Look at how few editing programs are released now (or even announced). Look at how few people are actually making these programs. Look at how few people are figuring out how games work, finding data, etc.

There is a severe lack of these people. The most important people in ROM hacking, I reckon.

Unfortunately, getting people to work together in this community is virtually impossible. (Note, the use of the word "virtually" as there are a few small group projects going on)

These sound like some good ideas, but I think they have been trotted about here before, and nothing ever came of them.

If you are making a level editor for the purposes of making a hack, then yes it will. Using a graphical editor is way easier than using a hex editor.

Indeed, I never needed to know any ASM for most of my first few editors. However, knowing some ASM makes it much easier to find data (or even knowing how FCEUXD works)

How often has it happened that people steal others code/hacks/programs? It is extremely rare. Making things closed source makes very little sense to me in the context of this community. Information should be shared, not hoarded away under lock and key.

Hell, I open source pretty much every utility/editor/program I write, because I really don't mind anymore who sees it. If it helps someone by my code being open-sourced, then I am happy. I couldn't care less about crediting me for any source I write either. Maybe I am the exception.

A community hack that everyone can participate to won't work. Ignoring the fact that the hack will end up as a patchwork of people's work, but everyone has different system preferences. I don't know anything about hacking any other than NES games. I'm sure there are others who are in a similar situation. Who decides what game is hacked? Some people may not be interested in a particular game.

It's a nice (but old) idea, but I have never seen it work out in any community.

There is no CHR-ROM in Mega Man. It uses CHR-RAM, the data for which is stored in the PRG banks of the ROM.

The Sledge Hammer theme tune is my current ring-tone. I used to have the Super Mario Bros theme tune, various chocobo tunes, and other Final Fantasy tunes as well.
