If winxp fails to start properly it should give you a (dos?) screen with a few options such as start in safe mode or to go with the last proper startup files.
It can also be a memory that's faulty, or something wrong with your graphics card when trying to display the actual desktop. Try replacing or if you have several memory banks, remove one and try, if it doesn't work, remove another and try again.

I signed up and I'm downloading it now. But it seems like they elect beta testers from a pile of applications. Which is meh, I thought it was openbeta.

Either the server is down or I'm screwed.
I start up the game, it wants to patch it, it gives me some error about server being reset (engrish) and then I can only close the program through the task manager. I disable Windows Firewall and try again, then it says the ftp transaction failed. The funny thing is that I can connect to the ftp server myself (I got the link in the patcher.log file, which evidently says that the connection was successful).

I've been wanting this game for a long while now, especially since I really liked the battle system and various details such as the skillsystem and the levels in SO2. And the fact that it looks good is never a minus
I am so going to buy it.
