As for your first question, it's ONLY POSSIBLE if the game uses MMC5 (unless there's another mapper that supports hacking the PPU attribute tables) and very few games uses MMC5 (namely Castlevania 3). Otherwise, a palette will be applied to a 16x16 pixel area, no matter what.

Changing the sound in a game is possible, of course, but is very difficult to do because you must be able to figure out the format and be somewhat musically inclined. Note, the sound and song format for a game depends from game to game and no two games will be the same (usually).

CV3 doesn't use the MMC5 features that allow you to specify a palette color for individual 8x8 tiles -- so you couldn't even do to that game (at least not without hefty rewriting).

And before you ask, a mapper is a piece of on-board equipment for a NES rom/cartridge that extends it's capacities. Most mappers I've encountered up close are just for graphics, allowing games like SMB3 to load graphics into any part of VRAM. SMB1 uses none. And MMC5 apparently has the extra benefit of increasing the palette map's resolution... interesting.

You forgot one of the most important features: ROM Banking. Otherwise the max ROM size would be 32K.

He meant 32K PRG

SMB is 32K PRG + 8 K CHR = 40K -- the absolute maximum you can have without making use of a mapper.
