That's Ronnie James Dio. Lead singer of Elf, Rainbow, Black Sabbath for a little bit, and of course....Dio.
He's the one who founded the "sign of the devil" that he's holding up in that picture. He got it from his grandmother, who was heavily religious, who used it to signal that the devil was near...or something. Years later Gene Simmons of KISS fame would go on to say that he did it first but everyone knows he's a liar.

Yeah, for some reason I want to say that the symbol was initially used to WARD OFF the devil (Before it found its way into a music context).

And not really related, but Dio is apparently an ass to his band members.
