OK, my guess now is that he is a doctor who had a patient that was brain dead but there was no family to make the decision of pulling the plug so he had to get the court order.

Edit: Decided to look up specifivaly, check here for the definition.

Ah ah... he didn't know who he was gonna kill. My guess is he was a surgeon, who had only one of a vital organ that two patients needed due to some kind of disease or accident. He got the court order, decided who got the organ, and had to kill the other person.
