OK, just for everyones benefit, here is what I have come up with.

Why would dogs be given biscuits in a governments line of work?

1. Because they are hungry
2. Because they are drug dogs learning the scent
3. Because they are trying to kill the dogs and the biscuits are poisoned.

As far as what KATW as told us, it is none of these. It could be 3, but that doesnt make sense at all. So....

Are the dogs used in a department of law? (such as police or fire)

did the woman sell the replacement item to the other woman?
My guess, is a cubic zirconian ring, one with a very large stone, the man happened to come in possession of one, sold it as a real diamond ring, then it was damaged, the husband craftily(in his mind) bought a cubic zirconian ring to replace the "real" diamond ring then the woman sold it for a profit of $8000, again as a real ring.

Was it some fake jewelry that the second man bought because he thought it was real, then gave it to his wife, then she broke the plastic, then got it fixed, some woman saw it and thought it was real and bought it from her?
