There is a program called "Block Tool". It comes with 350 pre-programmed blocks that can be inserted to your ROM. Block Tool can be found HERE.

I know. I'm a hata.

Open your ROM in the block inserter, click Add Block, find the block you want, click OK, give it a Map16 number, and when you're done adding click Save. The Map16 numbers are in Decimal in BT, but hex in LM. Windows' Calculator can convert them for you. Go to View -> Scientific, put in a decimal number and click Hex; it works the other way too.

So, when you're giving it a Map16 nomber can it be any number, and where do you see that the Map16 numbers have turned into decimals?

First, go into the 16x16 editor in LM, scroll down to an empty page, get the block number of an unused block. (The number can be found at the bottom of the window when hovering the mouse over the block.) This number is in Hex. Convert it to Dec in the Windows Calculator. Open block tool, open the ROM in it, choose the block you want. When it asks for the MAP16 number, enter the number you got from the calculator. Save. Now, go back to LM and give that block you picked earlier (which now contains the code from block tool) and give it some graphics. Press F9 in the 16x16 editor window to save. Open the Add Objects window and go to the MAP16 section, scroll down to the new block, click on it and right click on the level. There you go. A new block.

I said scroll down to an empty page. The first two pages are already used by the game. (Scroll down by pressing down.) Now, you've overwritten an existing block. I suggest that you open a fresh ROM instead. (Remember that you have to save a level before using block tool.) My suggestion is block 200 (512 in Dec), since it's the first block on the first unused page.

The block won't look different. Block tool will only change the block's function. You have to change what it looks like yourself. To edit what it looks like, click on it in the 16x16 editor and then on the Edit 16x16 attributes. The four text boxes at the top decides which tiles to use and the drop down menu chooses which palette to use. Tile numbers can be found in the 8x8 editor. When you're done, press OK and right click on the unchanged block to paste the one with new graphics over it. Press F9 to save these changes. To add the block to the level, go to the MAP16 section of the Add Objects window.

If you want a photo, you have to convert the picture to 4bpp Snes format, put it in an ExGFX file, import it to the ROM, change the level's graphics bypass and then piece together the picture in the MAP16 editor. Don't forget to create a palette for it too.

That's off-topic.

Anyway....

To get an user picture (The picture between your level and your post amount), make the picture on your computer and upload it to a free host on the web. Then, go to Edit Profile and look for "User Picture". Enter the location of the uploaded picture and scroll down to the "Edit profile" button and click on it.
If you're talking about the stuff around the post (like my gray room), you need to know HTML.

Go to ImageShack.

Registration is not required but recommended.
To upload an image you simply click the "Browse ..." button and in the opening window go to the file you want to have uploaded.

Now click on "Host it!" and after a few seconds the image will be loaded up.
Then use to display it in a post.

And, please do NOT use the extension BMP for images, due to heavy file size.
Better use PNG is strongly recommended for image files. If you have an older version of Windows not supporting PNG files in MS Paint, get Irfan View to save the images as PNGs.
