It's not a hack, it's a pirate ROM. It should be available on most of the major ROM sites (or any ROM site that has a complete GoodNES set). Find the GoodNES name for the ROM, and Google it. That's usually the quickest way to find a ROM.

dan, it's not pirated, it's homebrewn... Pirated would mean it was made professionally, then someone illegally copied it, which obviously isn't the case.

And geterkikzkid, they didn't specifically "make that ROM", someone simply got ahold of it, created a ROM image, and uploaded it to... Places.

Alright then, it's unlicensed ROM. If you want to be picky, it's probably not homebrewed, as that title is generally reserved for games that have been made by hobbyists, and generally not sold for profit.

Yes...There is a NES SMW Rom...
I played it before...it actually isn't bad and even includes Yoshi. I believe I found it through edonkey or kazaa (lite). Of course the color palette is the first thing you might notice that's different about it considering the NES had a lot less colors to work with than the SNES.
If you can though its an interesting title to check out...
I read an interview with the guys responsible with Super Mario 3 and apparently Yoshi was going to originally be part of that game (SMB3 is my All-Time Favorite game...so imagine it with Yoshi on top of that? wow).
Apparently technologically speaking they weren't at a point where they could include Yoshi in the game so he was dropped to later be used in SMW on the SNES.
Knowing this little story makes it even more interesting that there is a pirate rom out there considering it "apparently" wasn't possible and there is indeed a yoshi in that game.
But its like any other Console life cycles...as time goes on developers can squeeze more and more out of a system and perhaps had SMB3 been released at a later date they might have been able to include Yoshi

I'm hearing stories that in Nintendo's next console coming out next year that apparently you will be able to download (for a fee i image) and play any of their old system's (NES, SNES, N64, etc) old games...i think its about time they do that and i hope they have expension packs of sorts...this scene is great and people do come ou with some great stuff (and I hope it doesnt stop) but i'm sure having the original source code to work with Nintendo could come up with some wicked updates to some old classics

I've got it, not that it means anything.

Though I do remember searching the internet and finding a page that actually says the game was made by a team of Hong Kong programmers for the NES in China because China was too lazy (I guess) to bring over the SNES.

Dunno where I found it, though. After five minutes of searching, I stopped.
