they are ram addresses and i dont have a clue on what to to to make them game genie codes let alone get them to affect the rom itself and all technical docs ive seen are gibberish to me |

Assuming the debugger snapped with $03bf ce ce then you just look for that string.
But seeing how $BF stands for absolute DEC I don't think you got the right address but you're still close.
Or wait, those are RAM cheat thingies? |

im currently working on a megaman 3 hack using fceud to increase the range of the weapon the shadow blade well i got 2 working fceud addresses to make this work now i need to know how to integrate the addresses into the game itself
