you can capture every Pokemon in the game already  Pokemon from the Hoenn region are just in a different bank, but they are there. This is because you can trade with Ruby and Sapphire, and they, of course, have Pokemon from the Hoenn region...so, if you can edit Wild Pokemon data (I could not help here ._.; , you can make them ^^ |
