Yes it is hooked up to the TV. Also about half of the DVD's we rent have this problem. And it's kind of a bottom of the line player... >>
I dont have an alternate way of playing DVDs |

Well, it could be the DVD itself.... if you're renting, it's highly likely.
Do the DVDs work in other DVD media? (PlayStation 2, DVD-ROM drive?) Does the problem occur with non-rented DVD's that you know are in good condition....?
If you narrow it down to your unit, well... get it serviced. |

I think the part in bold is your problem. 
Seriously, though, make sure the disc isn't all scratched and dirty, like I know many rental DVDs are (people are so careless with high-tech things). DVDs can be easily damaged by even relatively small scratches and fingerprints. If it looks OK, all I can say is your DVD player might be going bad. Is it a DVD-ROM drive, or a standalone DVD player? |

Anyways: sometimes when I rent DVD's the DVD's wont play properly in my Citizen dvd player (JDVD3836). The image becomes all distorted and strange. Anyone know of a solution? |
