Here's something that I put together that tells you how to edit the Speed and other misc things for Rexes (I believe this is what you're looking for).

That helped a little I guess but I am still not to sure on what I should do to make certain sprites go faster. If you know how please post an example for me to view.

It does. Cpubasic13 was working on mapping out sprite data with some stuff mikeyk posted awhile ago. I'm not certain if he found all the data, but I believe his last thread on it was here.
There's a lot of info on the editing there, and mikeyk links to his original notes there so it should help you quite a bit.

I swore that it had something to do with a hex editor and changing the values in certain areas.

If you are looking for the addresses use Lunar Address, I'm not sure how to use it my self, but look in the Stickys, most things you and others will ask will be answerd in the Stickys.

I was wonder what the hex address was for the speed of the enemies. I thought I saw something like this some where but I can't find it.
